Off-Site Levy Bylaws

Off-Site Levy Bylaws ensure that developers of multi-lot subdivisions fairly and equitably pay for infrastructure upgrades required to accommodate for the new development off-site of the development area.

At the March 9, 2023 meeting, Lacombe County Council passed Bylaw No. 1363/22, the purpose of which is to recoup the costs of providing upsizing of the Joint Line through Sunbreaker Cove and on the Sylvan Lake Regional Wastewater Commission line, to provide wastewater servicing to the Palm Cove area on Sylvan Lake.

Lacombe County Council passed Bylaw No. 1253/17, the purpose of which is to recoup the cost of providing the major municipal infrastructure for water, wastewater and stormwater servicing as well as road infrastructure upgrades to the lands identified.

Offsite Levy Bylaw Update Study West of Blackfalds Joint Economic Area

 

Lacombe County has adopted an off-site levy in the South Sylvan Lake Area (refer to map) to fund the upgrading of County roadways from gravel to paved asphalt, as well as intersection improvements. 

·   The goal of this initiative is to improve road safety and accessibility for future residents while ensuring that the costs of these upgrades are equitably shared among new developments.

Third Reading to Bylaw 1442/25 was given October 9, 2025 by Lacombe County Council.
